The working Group on CP problems and preservation of rehabilitation centers in Ochamchira, Tkuarchal and Gal was established at the initiative of the "International Fund Apsny". The working group was composed of: "International Fund Apsny", "Ashana" Fund, representative of Ministry of Health, in the person of the chief pediatrician of the Republic Abukhba A. F., international organizations-World Vision and UNISEF. The working group has addressed to the President Khajimba R.D. with an initiative. Mr.Khajimba listened to the delegation, instructed the government to study the issue and prepare their proposals for the preservation of rehabilitation centers, and the working group to submit budget data of these centers.
On November 8, President Raul Khajimba called a meeting with the participation of Prime Minister Bartsits B.K, Vice-premier, finance Minister Serikov D.N, Deputy Minister of Health Tsakhnakiya T.M and the Working Group on CP issues and financing regional rehabilitation centers with the aim of its preservation. General Secretary of the "International Fund Apsny" Asida Inapshba participated in the meeting.
Opening the meeting, President Raul Khajimba said that rehabilitation centers for disabled children, sponsored by international organizations World Vision and UNICEF, are functioning in three regions of the country.
"After completion of the program, which is led by international organizations, regional rehabilitation centers remain without funding, respectively, more than 600 children will not receive the required assistance. Therefore, certain programs should be determined to continue work started by international organizations. We can’t afford to lose these institutions and leave children without attention, "- said Raul Khajimba.
The Secretary-General of the Fund Inapshba Asida said that "International Fund Apsny" started working with children with disabilities since it had been founded.
"In partnership with "Ashana" fund," International Fund Apsny " sent sick children to be treated to Russia, Armenia, also invited experts from abroad to Abkhazia to conduct examinations of children, workshops for local doctors and trainers. After studying the issue, having familiarized with the statistics, we came to an understanding that it should be solved by joint efforts of everyone who is engaged in this issue. Thus the idea of creating the working group for cerebral palsy was born. The first results are obvious, in conjunction with UNICEF the first child audiology cabinet was opened in the Republican rehabilitation center. "International Fund Apsny" renders assistance to national and regional rehabilitation centers. But this is non-recurrent basis assistance, these children need a constant rehabilitation, which they can get at home and community, at least we have relevant institutions, which have been restored and equipped by international organizations World Vision and UNICEF. But now, it will be hard to preserve these centers without government support"- stressed Asida Inapshba.
World Vision Social Programs Manager Rita Basariya highlighted that 150 thousand rubles is needed for maintenance of a rehabilitation center in a month, respectively, the three centers would cost $ 450 thousand per month, it is noticed that there is already an example of Gal district Administration, which covers 30% of the costs of their district rehabilitation center.
At the end of the meeting orders were given to the government by President of the Republic to provide maintenance of rehabilitation centers in 2017 Republican budget.
